See I.D. at 6, n.3. We find no evidence directly showing that the positions
were converted to permanent positions, however. We note though that there
is also no evidence showing that the selectees were removed after the expiration
of the temporary appointments. In the absence of such evidence, we will assume
that the selectees were placed into permanent positions. Thus, any position
offered to the appellant must be a permanent position.
